Public bug reported:

If I open a terminal window running inside of X and issue sudo
/etc/init.d/gdm stop, I get a black screen with a cursor blinking and I
have to reboot the machine instead of getting the expected bash prompt.

I also tried killing the GDM process and it yielded the same results.

** Affects: gdm (Ubuntu)
     Importance: Undecided
         Status: Unconfirmed
