[Bug 70891] Mail filters do not work on IMAP mailbox

I can reproduce this bug on two machines; one's a fresh install and the
other's an upgrade from Dapper.  Under "Account Preferences," I've
checked "the Apply Filters" option, and set up a simple filter that
deletes any email whose subject contains the word "[SPAM]"; I've also
set up a number of other filters that (should) move messages to
different mailboxes after the SPAM filter does its thing.

Incoming mail, SPAM included, does not get filtered and instead remains
in the inbox.  Selecting all the inbox's messages and manually applying
the filters (using the menu or Ctrl+y) works in the sense that it
deletes the SPAM messages and moves the other messages to where they're
supposed to go.

Filters on my POP mailboxes work fine.

This may or may not be related to second bug I'm filing, in which
Evolution occasionally hangs while retrieving messages from this same
IMAP account.
