[Bug 54367] GNOME panels have wrong tint when using gradient background and panel transparency

Instructions to reproduce:

Change the desktop background so that no image is selected but instead
it is simply a color gradient. Change the GNOME panel properties so that
the panels are a solid color and partially or fully transparent. The
result is that the panels have a color tint other than that specified in
the panel properties.

Observed in Dapper, on an installed system and when booted from a live
cd on a different computer.
