[Bug 70155] wrong widget in keyboard->layouts control panel

Public bug reported:

In the layouts pane of System->Preferences-Keyboard, there is a checkbox
to indicate the default layout at the right of every layout-name.

As there can only be one default layout, you should replace the
checkboxes with radio-buttons, as checkboxes usually indicate that
multiple items can be activated.
