[Bug 69968] "Play Disk 'X'" doesn't work

Public bug reported:

If totem is launched by the removable media framework using "totem %m",
or on the command line using "totem dvd://1" or by launching totem then
opening location: dvd:///media/cdrom0 a css encoded dvd will play fine.

However, trying to play that same DVD by clicking "Play Disk 'DVD_NAME'"
I get an error.  A window pops up stating:

Totem cannot play this type of media (DVD) because you do not have the
appropriate plugins to handle it.

Please install the necessary plugins and restart Totem to be able to
play this media.
