[Bug 45346] Laptop battery applet does not correctly indicate state

Public bug reported:

Ubuntu "Breezy" running on Micron Transport Trek 2 laptop - panel applet
for power source and battery status almost always indicates that laptop
is running on AC power and battery is discharged - even when running on
a fully-charged battery. Occasionally will show battery in use correctly
(though charge level is never accurate) - circumstances under which
battery rather than plug icon is shown are inconsistent.
