[Bug 47272] Community theme components not installed

Public bug reported:

The new ubuntu-artwork 27 is supposed to include community artwork
according to the changelog, but as you can see from the screenshot, the
community themes are missing their components. Specifically:

Dapper-Drake theme:

Dapper-Drake controls
Dapper-Drake window border
Gion icons

GrayXT theme:

Gray controls
Candido-Selected window border
nuoveXT-1.6 icons

Industrial theme:

nuoveXT-1.6 icons

Resilience theme:

Resilience controls
Resilience window border

Silicon theme:

Silicon controls
Silicon window border
Tango-Silicon icons
