[Bug 47141] Preferences icon in menus is larger than other menu icons

I'm using dapper 20060528 and ubuntu-artwork 26.

I use the standard Human icon theme. The preferences icon in menus is bigger than other menu icons. Normal menu icons have 16x16 pixel icons but for preferences a 24x24 pixel icon is used. A 16x16 pixel icon for preferences is missing in the Human icon theme, please provide it.
