I confirm this bug using dapper 20060528 and ubuntu-artwork 26.
This is indeed a gnome bug, I have added a bug watch.

A workaround is:
$ sudo cp /usr/share/icons/Human/24x24/emblems/emblems-desktop.png /usr/share/icons/Human/48x48/emblems
$ gtk-update-icon-cache -f /usr/share/icons/Human/

This has the small disadvantage of not scaling well at 50% view size in
Nautilus but is at least much better than the huge desktop emblem that
is used now.
