[Bug 46659] Buttons for hiding needs to be transparent

Public bug reported:

I use transparent panels, and would really like to have the arrow
buttons transparent too. By that, I mean, the area just outside of the
buttons. That area is grey, and should be transparent to make them more
attractive for user with panels with other colours than grey, or
transparent.
