[Bug 46481] Applet icon is blurry on 24px panel

Public bug reported:

Binary package hint: gnome-netstatus-applet

The Network Monitor applet is not selecting scaled icons that are
appropriate to its size. Compare to the Volume Applet which does. Seems
to be the case for every icon theme where it is using, eg:

/usr/share/icons/Tango/scalable/status/network-transmit-receive.svg

instead of:

/usr/share/icons/Tango/22x22/status/network-transmit-receive.png

for a small panel. This makes the icon blurry and hard to decipher (as
well as a little ugly!)
