Yes and no... in this bug I was thinking of a way for the program (say Xawtv) to communicate with metacity. 
But it now appears that it's not the best way, and the new bug is about letting the user, not the program, to control the aspect ratio.

The first issue has already been addressed, as you pointed out, however
the second isn't (to the best of my knowledge), so putting both issues
in the same report would have been a bit confusing I though. But if you
feel this isn't so, please mark the second report as a duplicate of this
one, I don't mind ;-)
