[Bug 45525] error messages for missing panel icons are numerous and continuously reopened throughout session

I am running Dapper Drake testing and have seven launchers on the panel
each with a custom icon. The pictures that I use for the icons are files
that are shared from another computer on my network. When the computer
serving the pictures is offline and I start my session, the panel opens
seven error dialogs--one for each missing icon--that each must be closed
one by one. What's worse is that these seven error messages are
repeatedly reopened while I am working. I assume this occurs each time
the panel attempts to refresh its icon cache (which is probably another
bug in itself).

I think that the panel should either avoid displaying any error messages
for missing icons or display only a single error message (for all icons
and panels) that appears only once when the session begins and reads
something to the effect of "Could not load one or more icons". The
former suggestion would not result in a silent error because launchers
would visually alert the user of a problem since they switch to a
default icon when the custom icon cannot be found. The alternative
suggestion would still require interaction with an inefficient user
interface (a dialog that offers no choices yet must be closed manually)
but it would be more efficient than the current situation which requires
the user to wade through multiple, tedious error messages.
