[Bug 35927] Speech marks and apostrophe not displayed properly

Public bug reported:

First of all, I am not 100% sure that this bug is the fault of
fontconfig.  If I try to get speech marks (Shift-2) I get the following
¨ after two presses of 2.  If I try to get an apostrophe I get this ´
after two keypresses.  Other keys seem to be unaffected.  They keys
worked properly before I saw the update with fontconfig in. I am using
Ubuntu Dapper i686 kernel.  I am using XGL but the same problem occurs
in normal X and XGL.
