[Bug 45266] Send option not work at all

Binary package hint: evolution-plugins

On Dapper, if you try to make a new email and try to set a send option not work at all.
On Breezy, if you try  to make a new email and try to set time delay on send option; when you send, it start immediately.

This is a bag or simple a missing program?
