This upload fixes the issue:

 gaim (1:1.5.0+1.5.1cvs20051015-1ubuntu10) dapper; urgency=low
 .
   * debian/patches/09_dont_open_add_account_window.patch:
     - don't open the "add new account" window on first startup, upstream
       does that for the new gaim too, fixes the stacking issue with it
       (Ubuntu: #38448)
