[Bug 44846] gnome-keyboard-properties Layout Options tab blank in XNest

Public bug reported:

To reproduce, log in as a user, then as another via XNest
(gdmflexiserver --xnest). In the XNest window, bring up the keyboard
properties window.

Works fine with a normal new user login (gdmflexiserver).
