[Bug 44710] raise_on_click is disabled in 'click_to_focus' mode

Binary package hint: metacity

Previously this used to be possible. Now a note in the
apps/metacity/general/raise_on_click gconf key tells "This option is
currently disabled in click-to-focus mode". It was useful.
