I do not totally agree. Maybe it sometimes fails but for another reason
(i.e. another bug). Why not fix it for the obvious first?

Look at the first post by Soren, where ubuntu-setlocale.patch is
attached with explanation on why it can go wrong. Why not at least fix
this known problem first?
