[Bug 44381] CPU Speed applet locks mouse when clicked with left mouse button

Public bug reported:

the cpu speed applet (the one that shows at what speed your processor is
running) locks the mouse on the panel, when left-clicked.

Steps to reproduce:

1. add the applet to your panel
2. left click on it
2a. try to click on the deskbar ot the network-manager icon - it doesn't work
3b. pull your mouse to the bottom, the panel will move as if it was dragged with the mouse
