Public bug reported:

Affects: gnome-session (Ubuntu)
       Severity: Normal
       Priority: (none set)
         Status: Unconfirmed

Description:
This just started occuring after I updated my system a few days back...
not sure which package might have been responsible for it but here's
what happens.

Ever since I installed Ubuntu Dapper, back when it was still Flight 6,
my sound has worked pretty much flawlessly. However, now when I log into
Gnome from the gdm login prompt, I no longer hear the login sound being
played. What's funny is that GDM will make the little "drum" sound
effect once it loads so I know for a fact that the sound works before
Gnome is loaded. After logging into Gnome, sound works fine -- I can
view and hear video clips as well as audio files. Logging out of Gnome
also results in the logout noise being played.

Thinking perhaps it was a simple setting that had been changed, I went
to System -> Preferences -> Sound and checked what the "log in" sound
was set to. It's set to "Login" and when I play it from the Sound
Preferences window it plays fine. Therefore, in my estimation, the
problem lies somewhere in how Gnome is loaded and calling the sound
file.
