Thanks for your bug. That upload fixes the issue:

 control-center (1:2.14.1-0ubuntu6) dapper; urgency=low
 .
   * debian/patches/08_transparency_for_notication_area_icon.patch:
     - make the icon on the notification area be transparent with the panel
       (Ubuntu: #42894)
