right, upstream moved it for the 2.3 version:

        * configure.in: move prefer-plain and save-attachments to
        experimental where they belong."

What does the plugin do exactly? How does it work? eplug are supposed to be easy to install, you can probably build that one only to you user directory by example if you really want it
