[Bug 34535] Re: Browser start page should contain help on installing language support

Local support should be enabled by default when installing Ubuntu. We're also intended to translate the default browser page, so that it will appear in the user's language when he opens firefox.

For those reasons, I don't think this is a bug in the page. Does that make sense?
