[Bug 36337] 'caps is an extra control key' no longer works

Description:
After today's dist-upgrade of dapper (the first in a couple of weeks),
my caps lock key has regressed to actually being  a caps lock key,
despite being setup in the gnome keyboard properties to act as an extra
control key.
