[Bug 34701] incorrect rendering of Nepali texts

After updating yesterday or so, a lot of things have been fixed:
epiphany is automatically started with pango enabled, the text does not
run over to the right in justify mode, the space between characters is
right.

However, vowels are still placed on incorrect constants. Everything is
fine if I copy paste the text to Gedit.
