[Bug 36027] gnome-panel does not exist on logout

Description:
I'm running Dapper Drake Flight 5 + all updates as of Mar 22, 2006. If I
log in to GNOME and then log out, GNOME appears to exit correctly, but
gnome-panel is not exiting. This results in the error dialog "I've
detected a panel already running, and will now exit" when trying to log
back in.
To try to isolate this issue, I created a second user account which is
using only the default GNOME desktop setup (applets, etc.) and this is
still happening.
After logging out, I can see the following processes are still running:
/usr/lib/bonobo-activation/bonobo-activation-server
/usr/bin/esd
gnome-panel
/usr/lib/gnome-vfs-2.0/gnome-vfs-daemon
/usr/lib/gnome-applets/mixer_applet2
This is forcing me to reboot my computer every time I log out. Manually
killing gnome-panel results in wierd behavior when I try to log back in
(missing panel applets and the like).
