[Bug 35390] "Caps Lock" message displayed

Description:
At times, the "Caps lock" message is displayed even while caps lock is not on. 
To reproduce:
Lock the screen
Turn on caps lock
Type in your password
While it is verifying, turn caps lock off.

Caps lock will say on while it is verifying, but more importantly, it
stays on forever until a key is pressed.
