[Bug 35341] Panels sometimes appear over locked screen

Description:
When the screen is locked with gnome-screensaver, tooltips and gnome-
panel frequently rise over the hack being displayed, even when locked.
This is a potential security issue as information that is expected to be
obscured by the screensaver hack is exposed.
