I can confirm that I am experiencing the same problem.

I am using A4 German Keyboard and changing the keyboard layout setting
have no effect. After checking around its probably caused by setxkbmap
segfaulting.

$ setxkbmap -model a4techKB21 -layout de -variant basic
Couldn't interpret _XKB_RULES_NAMES property
Use defaults: rules - 'xorg' model - 'pc101' layout - 'us'
Segmentation fault

Bug # 22180 seems to be the duplicate of this bug.
