[Bug 33913] [Dapper] New windows often don't have focus

After testing a little further, I noticed that Synaptic was one among a
couple other apps like Services under the Administrative menu that don't
get focus. This even happens when there are no other running programs.
This also happens if I try to run them again without being prompted for
the password by gksu.
