[Bug 33739] graphical corrupting using screen+irssi

It seems as though 0.12.0-0ubuntu2 has caused some regression.  It seems
as though the screen+irssi bug may be fixed, though I honestly don't
know for sure as it's sparatic for me.

New steps to reproduce resizing problem:
1. open gnome-terminal
2. open a new tab
3. close new tab
4. open new tab
5. man wget & scroll

Expected: man goes all the way to the bottom
Result: terminal thinks it has one fewer lines than it does, and shows only some of man page.
