I can confirm this bug as of 13 Mar 06 with Dapper Flight 5. There is a
thread in the forums with other users that can confirm this at this

I noticed this problem when opening Synaptic while viewing a webpage on
Firefox. Synaptic would almost always load behind Firefox, even though I
started it from the menu and it asked me for my password.
