[Bug 33498] Bad font rendering with antialiasing off

Description:
When antialiasing is turned off, gtk2 apps often seem to have font
rendering issues in tabs and menus.  I don't think I've seen in this in
KDE/Qt apps, but I have seen in in several gtk applications (the Gnome
panel menus, XFCE menus, Epiphany tabs (I'll attach a screenshot)).

This only seems to happen when antialiasing is turned off.  I much
prefer to keep my smaller (<16pt) fonts with antialiasing off as it
makes reading easier on my eyes.

I'm not sure if this is a pango/other issue, so I apologize if this was
posted to the wrong package.
