[Bug 51201] Removing one sudo user removes the sudo privilege of
another sudo user

Public bug reported:
1. Install ubuntu, create user1 as the default sudo user.
2. From user1, create user2, another sudo user (admin user profile).
3. From user2 delete user1.
Problem: Now user2 is no longer an admin user, and the system is left
with no sudoers.
I had to boot into recovery mode and do `adduser user2 admin` as I was
left with no sudo user.
This may have been my fault. When I removed user1, I first ran `sudo rm
-R /home/user1/` to save space, and only removed the user from
`Systems->Administration->Users and Groups` afterwards. Maybe this is
what caused the problem.
