[Bug 50572] force quit windows pops up unneeded

Public bug reported:

Whenever I quit an app using the close button on the titlebar and the app pops up a
'safe-as' box I also get the "window is not responding" window after a few seconds.

A saw it happening with gvim and the gimp. Steps to reproduce:

1. open a image in the Gimp
2. edit it
3. click the close button in the window
4. see the safe-as window pop up
5. wait
6. the force-quit window pops up

Expected result:
the force-quit window should no pop up.

This is on dapper, amd64, gnome 2.14.2
