[Bug 49968] dia won't open svg documents

Public bug reported:

When attempting to open an svg document with dia, it fails to load it
and gives the following console output:

** (dia:5351): WARNING **: root element was 'svg' -- expecting 'svg'.

This bug appears to have been fixed upstream in March 2005:
