[Bug 49304] umlauts are rendered narrower than their non-umlaut equivalent

The 'ö' is rendered a lot narrower than the 'o', and this happens with several fonts, including Microsoft fonts like Arial, which leads me to believe that this is not a font bug.
This is happening on a current Dapper installation.
