[Bug 48015] Resolution change moves Applications menu, but doesn't move it back

Public bug reported:

The GNOME Applications, Places and System menu block/applet normally
lives in the top-left of the desktop.

If the screen resolution changes to 640x480 and then gets changed back
to 1024x768, the menu is no longer in the top-left:

during the resolution changes, all the applet icons get nudged up next
to each other and this appears as though it changes the Menubar applet
from associating on the LHS or associating on the RHS.
