[Bug 52801] Should not use global proxy settings

Public bug reported:

Most proxy servers I have encountered (including squid's default
configuration) do not allow CONNECT requests to arbitrary ports, only to
ports commonly used in web applications (e.g., for TLS), so this is
unlikely to work in most cases.  Therefore, gaim should, by default, not
honor the user's global proxy settings.
