[Bug 52647] bug buddy doesn't use evolution

Binary package hint: bug-buddy

bug buddy should check if an email client is configured (just like
browsers to with the mail:hello at home.com style link). No new(ish) user
can configure Bug Buddy to use the email based reporting in its current
state.
