[Bug 30100] CPU Frequency Applet doesn't allow changing frequency

If the CPU Frequency Applet doesn't allow to change the CPU Frequency
unless another binary is run first, and the CPU Frequency Applet doesn't
depend on it... what's the point of the CPU Freq. Applet? Having a
little nice frequency animation that goes green and purple?

This is a bug! If you don't consider it a bug, I think someone has to
evaluate what is a bug and what isn't. If you just feel too lazy to fix
it because the release is approaching, at least say so, instead of
dismissing a bug as "it's not a real bug".
