[Bug 29862] logout/shutdown dialog not "on top"

Description:
When you choose logout or shutdown from the system menu, a dialog pops
up, but if another (bigger) window had focus, it hides the dialog. This
gives the impression that the menu action did nothing. Shouldn't this do
this fading out thing so you can only interact with that dialog?
