[Bug 29455] "Run dialog" stays below other windows

Description:
The "run dialog" stays below other windows (or has not got focus, if
there is no other window). I use Alt-F2 to invoke run dialog. This has
started happening in last week or so (Dapper, current version of
metacity: 1:2.13.34-0ubuntu1).
