[Bug 29344] Control Center ignores keyboard preferences

Description:
Hardware: Dell Dimension XPS 4700
Dapper Drake Flight CD 3 (problem goes back to fligh CD2), clean install, all packages update, otherwise no modifications

Setup during installation:
Language: English
Location: Germany
Keyboard: German

After installation, the keyboard layout is set to "Germany Eliminate
dead keys".

Using System -> Preferences -> Keyboard to change this to "Germany dead
grave acute" is not possible. Control Center accepts the new keyboard
and even allows to delete the layout "Germany eliminate dead keys", but
this doesn't have any effect. I had the same problem with Flight CD 2.
After install, the keyboard was "US English" (despite my selection of a
"German keyboard" during the installation process.

I have tried the following:

1. Check and uncheck "separate group for each window"
2. Remove the keyboard layout "Germany Eliminate Dead Keys" in control center
3. Log off/ Log on
4. Reboot

(I did initialize control center "Reset to Defaults" after every
experiment)
