[Bug 28731] "No module named pygtk"

I just downloaded the dapper flight 3 livecd. When I clicked on System
--> Administration --> Software Properties, nothing happened (except for
the dialog that told me I was running it in sudo without a password). I
tried starting gnome-software-properties from the command line, and got

ubuntu at ubuntu:~$ /usr/bin/gnome-software-properties
Traceback (most recent call last):
  File "/usr/bin/gnome-software-properties", line 25, in ?
    import pygtk
ImportError: No module named pygtk

A similar error occurs when I tried to start gnome-language-selector
