[Bug 28728] clicking the "log out" menu should show the Exit window on top

Description:
About 50% of the time, when I click the "log out" launcher, the "Exit"
window which is created is created underneath my other windows.  I've
not been able to work out what determines whether the window is launched
on top my other windows or under them.

I just clicked the launcher now, which typing in a maximised Firefox
window.  I saw the "Exit" window appear, pulsing, in the window list in
the bottom panel, but didn't see the window.  I minimised the Firefox
window, and then I could see the Exit window.  It was on top of an old
terminal window, so it was created somewhere between the top and the
bottom of the window stack.
