The solution seems nice to me. You have /etc/gdm/gdm.conf which is the
default shipped by the distribution and /etc/gdm/gdm.conf-custom which
is the file for your user changes or using gdmsetup. Restarting the
daemon uses the new configuration, UPDATE_CONFIG is to update the
configuration without restarting it.
You can edit gdm.conf-custom by hand too
