Run xine with --verbose (as in xine --verbose yourfile.mpg), and see if the error "audio_decoder: no plugin available to handle 'MPEG layer 2/3'" is reported.  If it is, try  
installing libmad0 and see if that doesn't resolve it.  
  
See 17335 if this is a fix.
