Thanks for your bug. Is your issue concerning the Debian menu? 

According to
http://standards.freedesktop.org/desktop-entry-spec/desktop-entry-spec-0.9.4.html:
"%F	 A list of files. Use for apps that can open several local files at once."
"%U	 A list of URLs."

%F is used for apps working on local files so, %U for apps accepting VFS uris
too, probably a KDE issue if it's not able to deal with the first category
